Elesco applies the SWOT (Strengths, Weaknesses, Opportunities, Threats) analysis
matrix as part of our comprehensive strategy for economic and community development projects. We also use this tool to support our analysis of potential target
industries for business recruitment programs.
Community asset mapping
Elesco employs this method of helping communities identify internal resources
for economic and community development where there are limited opportunities to attract outside resources. Elesco has developed a presentation on
"Community Asset-Based Mapping" that we present annually at the Northwest Community Community Development Institute. This presentation is available
to local communities upon request.
Community action plans
Elesco has worked with many communities to develop and implement strategic
action plans. Elesco can serve as project manager to initiate implementation, turning the programs over to local leadership as it is developed.
Neighborhood revitalization strategies
While most of Elesco's work is at the
community or regional level, we also work with neighborhoods or other targeted areas to develop revitalization strategies. These projects often involve working
with local citizens to develop leadership skills and organizational strategies.
Rural community development
Development of rural communities requires special strategies to address unique situations, often involving reliance on
declining resource industries. Elesco has worked with rural communities in
Oregon, Washington, Idaho, California, and Alberta to identify linkage-based opportunities for new economic vitality. These often require enhancement of
multiple economic sectors, including tourism and retail business.
Comprehensive plan updates
Elesco has assisted communities with periodic plans reviews, updates to
Comprehensive Plans, and applications for changes in Urban Growth Boundaries and zoning. We are experienced in working with both Oregon's DLCD Goals and
Washington's GMA processes.
Grant applications
Elesco has successfully acquired grant funding for communities and other clients
for infrastructure improvements, development of high-speed telecommunications, and other projects. Through our strategic alliances we have a grant-writing
specialist available to assist our clients with their grant applications.
Community leadership/volunteer training
Elesco
has developed two specific workshops on "Economic Development Basics" and "Local Response Team Training" which have been presented to
numerous communities and to the staffs of public agencies. Both of these presentations are available upon request. Elesco
consultants are frequent speakers at community and economic development seminars and courses, including the annual
Northwest Economic Development Courses at Ellensburg, Washington. Elesco
is continually developing new community leadership/volunteers workshops on important topics. See the Publications and Presentations
