Elesco is project manager for developing and marketing the 327-acre La Pine
Industrial Park in Central Oregon. Current development includes a 40-acre small lot subdivision, a 90-acre subdivision of large lots, and 88 acres of
rail-served sites. Elesco's principals also managed the development and marketing of the 950-acres Pikes Peak Industrial Park in Colorado Springs. We bring a
full range of projects management services to our clients, including selection of engineers and contractors.
Elesco consults with clients to identify suitable properties for development of
business parks and other commercial and industrial sites. We authored the book Industrial Site Development - A Handbook for Small
Communities, and contributed to the Urban Land Institute's Business and Industrial Park Development Handbook.
Zoning, regulatory issues and permitting
Elesco assists clients with regulatory and zoning
issues, as well as obtaining permits. Elesco's experience includes working under DLCD goals and guidelines in Oregon as well as GMA guideline in Washington. We
have successfully written applications for UGB changes to allow development of our clients' properties and have performed Comprehensive Plan reviews to allow
municipal zoning changes.
Marketing
Elesco believes that the market drives the success or failure of development
projects. Our experience in marketing enables us to provide clients with realistic and workable strategies to maximize market potentials, rather than
theoretical models. Our services include advising clients on marketing plans and strategies, initiating marketing programs for turn-key local efforts, or
conducting marketing programs to project completion.
Industrial site reuse strategies
Elesco helps clients develop reuse strategies for distressed properties, based on
land assessments and market analysis. As required, we use our strategic alliances to acquire technical support services. Major projects have included reuse of
sawmill sites and surplus military facilities.
Elesco
successfully helped the Kenai Natives Association develop a reuse strategy
for the 4,800-acres Wildwood Air Force Station in Kenai, Alaska, under contact to the Department of Defense.
Elesco will evaluate the economics of proposed development projects, based on
cash flow analysis and projections. We estimate potential revenues from market absorption projections and sales/lease income, match those revenues against the
expense stream, and determine the breakeven point and rate of return. We will recommend strategies to enhance positive cash flows, such as phasing of
development or increasing revenue opportunities.
Virtual sites/buildings
Elesco has found that providing clients with virtual sites and/or buildings can
accelerate marketing and development potentials at minimum upfront cost. We use computerized imaging to develop virtual site and building concepts on our
clients' properties. We provide all development and construction cost analyses, and will work with clients to bring the concept to the permitting and
ready-to-build stage.
Infrastructure development
Using our strategic alliances with engineering firms, Elesco
will providing complete evaluation of off-site and on-site infrastructure needs, existing capabilities, and new service requirements. A recent project included
a feasibility study for a joint wastewater treatment facility to serve two communities and a proposed industrial park in eastern Oregon. We are experienced in
managing infrastructure development, including obtaining financing through grants and loan structuring.
Site development
Elesco will manage the development of industrial and commercial sites for a
client, or will develop them as a principal or equity partner.
Building construction
Elesco will manage the building construction process for a client, or will
construct buildings as a principal or equity partner.
