Lee Smith founded Elesco in 1986 and has been principal consultant on all projects. His training in economics, along with his experience in economic development and commercial / industrial real estate provide clients with unique capabilities not found in other consulting firms.

- Currently a director of Midstate Electric Cooperative, serving 18,000 customers in Central Oregon.
- Currently a trustee of the Berkshire Fund, a tech mutual fund based in San Jose, California.

Shirley is contract administrator for all projects as well as managing Elesco’s in-house operations. Her business background and experience qualify her to ensure that all contractual requirements of a project are met to our clients’ expectations. In addition, she manages public outreach and participation in projects that require these services.
- More than 10 years of project management experience with Humble Oil & Refining Company (Exxon) in Houston, Texas.
- Administrative manager for Pacific Inflatables (PICO), a manufacturer of airline safety equipment, in San Francisco, California.
- Co-owner, managing consultant and coordinator of a business that contracted with banks, S&Ls, and real estate companies in the San Francisco Bay area to reposition high value properties for marketing.
- Corporate and employee relocation manager for ERA Winston Company in Tucson, Arizona.
- Project coordinator for a multi-year real estate site evaluation process for the Oregon Department of Corrections.
- Undergraduate studies in political science and geography.

Kevin manages the mapping and graphics part of Elesco’s business, providing analysis of site and location characteristics to optimize development opportunities. This is essential to understanding how a specific location or site fits into its competitive market and how its position can be enhanced through creative strategies.
- B.S. degree in Geography, University of Washington, with emphasis on GIS and manual cartography.
- Cartographer with North American Maps in San Francisco, California.
- Lead cartographer with the U.S. Forest Service during the formation of mapping resources for the Columbia Gorge National Scenic Area.
- More than 20 years experience as a managing GIS cartographer for the Washington Department of Natural Resources (DNR) in Olympia, Washington.
- Specialized mapping and graphics support for Elesco projects throughout the Pacific Northwest, with emphasis on showing geographic relationships between clients’ locations or sites with their competitive markets.
- Current projects include watershed analysis for practices, logo design, and strategies for mapping community capabilities.
